low idle and stalling when cold

low idle and stalling when cold
does anyone know what causes this, or how to fix it? when i drive my cherokee when its still cold (not at operating temperature) it idles at about 600, and slowly creeps down lower until it stalls out. this is a bit worse when the ambient temperature is lower.
