The radiator neck can be distorted. It's plastic, right?

Thinking what cruiser said.
In my '00 if I don't get it on just so wants to weep out of there.
Found bending the tabs every slightly, and gently, seems to help.

You beat me to it Ralph!! Definitely worth a try, as is the 16 pound cap.

We always have to keep in mind that the country of origin plays a huge part in the quality of replacement auto parts.

CRAP. Chinese Replacement Auto Parts.

Motorad is a factory supplier to OEMs and they manufacture their cooling system parts in Israel. FWIW

I blame it more on the plastic aftermarket radiators, mine is a Spectra, then I do the aftermarket caps.
Especially since I bought a brand new Mopar radiator cap and it did the same thing.
But I just bent the tabs on my brand new, at the time, cheap Napa one and been fine ever since.

Ralph, that has been my experience also.
