kill it then it wont crank back up?

Engine: 2.5 4 cyl.
Been noticing that when I kill my jeep (5 speed) sometimes it wont crank back up, it'll just keep turning over until I play with the gas, then it sputters to a start. And for the first few seconds it runs rough until I review it a few times, then it runs fine. I've never had a vehicle to do this so I have no idea what it could be. Is it just flooding? Please help
