Keys in ignition won’t turn on 1998 XJ

Your ignition lock cylinder is most likely worn. Grab the steering wheel and gently rock it left and right while you try to turn the key and see if it work. If it does get some of this and hose down the cylinder as it could be dirt/crud build up over the years. If not it's new cylinder time.
