Jeep XJ won't start

Jeep XJ won't start
Hello, I could use a little a guidance. I have a 93 XJ and yesterday the started sounded weak, like the battery was dying. This morning the jeep won't turn over at all. I get one click but that is it.
The battery is testing full volts with a voltmeter. The car won't start in park or neutral and the reverse lights do come on so I don't think it's the NSS. I also cleaned it a few months ago as an aside. The battery cables are in great shape and only a few months old as well.
In terms of the the starter I hear clicking when the key is in the on position and I jump the solenoid, but the starter doesn't turn over and the engine doesn't crank.
I can't find any blown fuses. In terms of the ignition the blower works with the key in the on position and the cuts out when you turn it to crank.
All in all I think I have a bad starter/solenoid, but I was wondering if anyone has any thoughts.

I had the same problem a few days ago. It was a dead battery. The battery would show like 11.8 volts, but when I would try to start it the voltage would drop down to 6volts and the starter would just click a few times. Got a new battery and now it's good to go.

I thought about the battery but I tried jumping it with another car and the same thing. One click, no crank. Also the voltmeter holds a steady 13 volts when the key is turned on.

When you tried jumping it.
Did the car that you were jumping it with rev up the engine a little to get the RPMs high to give you enough voltage?
If that doesn't work then it prolly is the starter or something else.

I would take the battery in to any parts store and have it load tested. Even though it has 12v it still may not have enough amps to turn it over. Also if the battery is way to low a jump may not even help start her up. I had the same problem a few months ago. I had 12v but my battery had one bad cell and didn't have enough amps to get her running. I changed it out and I was good to go.

If you get a single click with a good battery always toss the starter, the single click is a huge red flag for them, rebuild is usually cheap.
If you need it moved whack it a good few times with a wrench.
That's what I picked up from working at an equipment shop for a couple years, the solenoid isn't engaging or whatever lol.

I would definitely suspect the start. Jumping the solenoid doesn't always do the trick. Give the solenoid a few decent whacks with a broom stick or hammer (don't smash it though) and try to start it.
Could also be the starter motor itself. Rare, but possible.
Engine could also be seized. But a socket and a long wrench on the crank pulley nut and see if the motor will turn that way. If not... well, you've got a pretty severe problem.
