Jeep XJ rear bake drums

I have a wrecked 1989 jeep cherokee larado and a 1995 jeep cherokee country both have the 4.0 straight 6. I was working on the brakes of my 1995 and I discovered that my 1995 has 9 inch brake drums and the rear axel on my 1989 has 10 inch drums. I was wondering if anyone has any idea why jeep were fitting two different size brake drums.

generally for service vehicles. postal vehicles, municipal vehicles, and I believe jeeps with "a towing package"
