I have a 1990 XJ with this issue. Where does the TSB mention the applicable years.

With the vehicle on the ground, measure the distance from the top of the axle tube to the lower frame sill directly above the axle (See Figure 1). If the distance from the tube to the frame is less than the distance shown, perform the Repair Procedure. Springs have a finite life span once installed and it shortens with use.
If a Cherokee is still sitting on it's original springs, they're sagging at least a little, usually more.
