intermittent wiper relay or silver tube thing ??? what is it ?

intermittent wiper relay or silver tube thing ??? what is it ?
okay sorry for the horrible title but during my re wiring of my jeep ive always had this 3 prong kinda relay or heat activated switch directly below my steering colum . i find out now its connected to my windsheild wiper box , question is thats its always a little warm and worries me that i have no idea what it does or is there for lol anyways will try to post up a picture when i have it back together. my jeep is a 96 cherokee country 4.0 auto

okay i founf out it wasent coming from that thing , what i found was another what looks to be a relay box under my dash , no fuses in just 4 small black relays and 2 big relays one is red and one is blue . what could that box be ?? when i pull the blue relay my voltage leak goes way way up !
