Intermittent blower speed with max AC

Intermittent blower speed with max AC
Hi all, I've got a problem I can't seem to figure out.
My son's 2000 Cherokee Sport (passed down from me) has had this issue since I drove it .
When you run the ac on max air only and fan speed 4 only, the blower motor will shut off completely for a few seconds then run for about 20 seconds then repeat.
If I move the fan speed to 1,2 or 3 in max air it's ok.
If I move the fan speed to 4 and turn the ac to the other 2 ac settings, all is good.
I've replaced the blower motor, blower motor resister, blower motor plug (melted) and swapped out the control panel with the 3 dials with a used one from a junk yard. (the plugs all looked good behind it)
Any thoughts or more info needed?

I am not sure if the 2000 is the same as the older models, but if you trace the blower motor wiring, one wire goes to power in the loom, the other will go to a ground in the engine bay. I would look hard at the gounding point and the electrical fitting there. If you melted the plug to the heater motor you definitely have resistance in the circut. If that is all good, i would look at the condition of the plugs for the relays. See if there is corrosion there. A bit of dielectric grease wouldnt hurt.
