I live in MD and we do have lift laws here too and basically the law is written that YOU CAN NOT lift your vehicle but most vehicle inspections here seem to fail for tires stickin out past the fenders as opposed to actually being lifted. especially with a small lift like 2 or 3" on a cherokee most people wont even know its actually lifted unless its parked next to a stocker.
if you keep your stock wheels the 31's should tuck under the flares just fine. if you take the flares off its a different story tho.

ohh, i think in PA(thats where i live) the only real laws you have to abide to is the top of your tires have to be at the same height or above your bumpers. and your rig has to be lower than a certain height...i forget what the height is.

In PA, tires may not protrude past bodywork. In other words: tire may not stick out past any flare.
As far as height goes, its a matter of your bumpers.
Lowest part of your bumper may not be higher than a specific measurement.
Cars have different guidelines than trucks.

depending on your area the fuzz may hassle you. lift has nothing to do with passing inspection though, every state does have different lift laws however. i've gotten crap for my 3.5" lift a few times where im from(suburbia), the cop actually got out his yard stick and measured. being away at school, the cops here dont look twice when i drive past.
