This lift is a spacer/add a leaf kit, I think Rustys is a spaacer/shackle lift. Install on the shackle type would be easier, thats for sure. If all you are looking to fit is some 30s, or some 31s with some trimming you should be fine with either lift. You may also want to look into the Teraflex 2" budget boost kit as well, also a nice quality budget boost.

go with the 3" kit for 31's unless you wanna do some fender trimming.

rustys has both the shackle and the aal. i think that that is a short aal and wouldn't work too well and wear out quickly.

Short AAL's are worse than long AAL. Try to find a long one if you plan on running the AAL, otherwise just get full leaf packs and be done with it.

Get a long AAL or a cheap 3 inch lift you will be much happier
