Default Hot air coming from vents when control **** off

So I took my jeep(98 4.0 5 speed) out for a test run this weekend to an offroad park to check everything i've been working on and once the engine warms up it will start blowing hot air from the "floor" vents at the bottem of the center dash area where it meets the center console. I know the ac compressor needs to be recharged but it shouldn't be blowing when I have the control **** turned off? Temp **** turned all the way to cold also.
Also, while I was wheeling on the trails this weekend(70 degrees out) the temerature light came on for about a minute then went back off. I was in 4low the majority of the time though. Running 32x11.5s on 3.55 gears.

Regarding the heat, is the vacuum control attached behind the controls as well as under the hood? My **** is useless right now until I get digging into the vacuum lines...

Do you not have a Haynes manual? That would be a good start. Also you could try to Google the vacuum routing of your model/year.
