Horn not working

My horn is not working on my 2000 XJ. Never worked since i bought it. I replaced the clock spring because my cruise didn't work and fixed that problem. Checked my horn fuses and they are good. When i press on the horn all i hear is a "click" sound coming from the passenger side kickpanel. Would it be the horn relay? Or something with the wiring to the horns or the horns themselves?

Okay i still haven't figured this problem out yet. To go over everything once again.
My horn does not work, but when i press my steering wheel all i hear is a click sound coming from the passenger side kick panel.
1. I replaced my clock spring before because my cruise did not work, so i don't think it is that.
2. I have hot wired my horns to the battery and they both sound off, so my horns do work.
3. I have checked my fuse in the fuse box and it is not blown.
So it must be the wiring from the horn relay by the fuse box to the horns up front that is bad?
