Depends on what your towing it with. I have a 6" lift and I use a 4" drop hitch, it's one of the adjustable height ones. It goes from 2" to 4".

idealy you want your entire set up to be as level as possible, but your tow vehicle is always going to sag, so you want to take that into account and keep the tongue of your load where it should be and your trailer load(boat) as level as you can
btw i tow often. Everything from small 4x8 trailers to car haulers, jet skis to 3 axle boats, pop up trailers to 5th wheels. Keeping your load lever and your safety chains off the ground and crossed are the most important things next to tire condition, since most trailers sit outside year round and never get the mileage out of them dry rot is a possibility

the reason you want your trailer to be level as possible is because the trailer is balanced to the boat (most of the time). So the tongue weight is where it should be and the major weight (motor of the boat, a big chunk of the fiberglass and what not) is over the rear axles. So if you tip your load forward you disrupt that balance and now place more load on the tongue and allow more forces to act on the hitch.
i have also seen where the tongue was to far down and when they would brake it would make it worse and make the trailer push into the hitch more and sink the tongue even lower, and when they went to accelerate the load wanted to level out so it would lift the tongue up.
