check the distributor gear for missing or worn teeth then check your timing chain

How was the jeep running before this? In other words "what brought you to this point"
How many miles are on it?
How are you checking that you have it in time?

Try pulling the distrbutor out and turning it 180 degrees and put it back in. I had a very similar problem and that did it.

Angry 92 cherokee problem

here is the story: i took block from 87 cherokee and put it in the 92 cherokee. it has 117,000miles on the block. i used the intake, header, starter and alt from 92. i just got new dist. and CPS. still nothing. So i have spark and fuel and it attempts to start with it in time. then it seems like it jumps time and just turns over and over and over.... then we check timeing, its off so we set it again. i was told timing chain. i just want to get a solid answer before i rip it apart. and also touching the dist. while cranking it over SHOCKS the HELL outta me. Any solutions. i appreciate all the help THanks

Before you remove the timing chain cover, what if you pop the new distributor back out and look for damage to the teeth? What did the old distributor teeth look like? Are the distributor shafts the same length?
Are you using a cotton ball or something jammed into #1 cylinder to time it?
Like that one guy said the distributor may be 180 out. Wait til the cotton ball gets blown out of the spark plug hole and that will be #1 firing position.

Just throwing a few things out there, maybe you've already done these...

Find the #1 spark plug lead on the distributor cap. Mark the distributor housing to identify this location. Remove distributor cap but leave the rotor installed.

Now rotate engine to TDC on compression stroke for the #1 cylinder. The rotor should point to the mark on the distributor. This should be the firing position for cylinder 1 on compression stroke. Check the timing marks when in this position

Remove the #1 Spark Plug
Remove the Dist.Cap
Remove the distributor.
Bring the #1 piston up to Top Dead Center on the Compression Stroke. Stuff your finger in the spark plug hole while someone bumps the starter. When yo feel air blowing by your finger STOP.
Use a 19mm socket and turn the harmonic balancer bolt clockwise (only) while keeping an eye on the timing marks on the timing chain cover.
Once the #1 piston is at TDC, re-install the distributor so that the rotor is pointing at the 5 O'clock position when the distributor is fully seated.

A word of caution.
Make sure that you rotate the oilpump shaft with a long screwdiver so that it lines up properly with the distributor. Failure to do so will prevent the distributor from fully seating.

Reinstall the cap
Reinstall the sparkplug
Double check the plugwires to make sure you have the correct sequence.
Fire it up.
