Heavy grinding in front end under moderate/heavy braking

Heavy grinding in front end under moderate/heavy braking
Sup dudes,
Problem just showed this morning. When under heavy/moderate braking i get a serious metallic grinding noise from the front end. Pads are new'ish and rotors look clean. Haven't had this problem creep up even after the pads were installed.
Both front wheels turn by hand when up in the air and just need a little bit of muscle to do so.
I'm leaning towards garbage pads but want to rule out anything more sinister.
