Heater trouble

Heater trouble
I have a 2000 model xj. The heater stays as hot as ,well you know. The problem I'm having is that there is no way to control the temp. I changed out the heater control **** thinking it was bad but that did nothing . Does anybody have any ideas? Any help would be super.

there should be a vacuum controlled part that adjusts how much water flows through it the more water the hotter it gets. it maybe stuck open all the way or somethin like that.

acually the vacuum controls which vents the air comes out of, there should be a metal cable that controls the temp, it could be broken down at the bottom
