hard start on cold start up

Engine: 4.0l
hard start on cold start up
back again with another question. When engine is cold it is hard to start. Battery and all work just turns over for 7-10 seconds then starts. Is it a fuel pressure issue. Thats what i have been told. Something of a washer on the fuel rail.
