half covered fog lights?
I'm the new owner of a 2001 XJ. It's totally stock and in great condition. I'm looking forward to upgrading it a bit. I noticed that the fog lamps are half covered by the bumper trim. What the ??? This makes no sense to me to block half the light from the lamp. I'm thinking I should cut the plastic to let all the light out. Thought I would check here first. Any comments...

That's not right. The holes are supposed to be fully open, just like you were thinking, to leave the fog light lenses uncovered. If that truck originally came with fog lights, that trim piece was replaced, and whoever replaced it didn't bother to cut out the cutouts.
Also, you really need new tires and an alignment.

Theres def looks to be damage. Not sure how much but parts were def changed. Yes, get a dremel and cut the rest of that trim off. Second, OP, take a pic of your whole front end. Im curious if a the alignment is off or just something wrong on the Driver side

A pic might help. The replacement end caps come with the fog light holes half filled in, like so:
If you don't have fog lights, you're supposed to just leave those cutouts alone. If you do have fog lights, you're supposed to cut them out. Somebody didn't do what he was supposed to.
It could mean there was more front end damage, or it could just mean the end caps were replaced because they were dinged up. If I were you, I'd take them off the truck and cut them out on a bench. Don't try to cut them while they're still on the truck, or you'll risk screwing up the fog light lenses.
