Default grand cherokee fuel running back to engine poss air leak ?

hi all please help me, my grand cherokee 2.7 crd 2003 always starts but when it is parked on a slope i.e facing upwards for more than a few hours it starts straight away for a few seconds then stops, and then i have to turn the key sometimes up to 30 seconds for the fuel to come through to start it.a mobile mechanic a while back put a nrv from the filter to the top rail and i think he put one from the filter back to the tank ? it hasnt helped at al, can anyone help please?????

Fuel pump in the tank? Or external?
