Is this a good buy for a first lift kit?

Hey everyone, I'm new to the jeep community and I was looking for a lift recently and I came across this one on Craigslist

I was just curious if this was a good buy, and if so what should I offer him?

SkyJacker does not make a 4" lift for XJ's ......................................

I have worked with Jeeps for 4 years and never heard of a SkyJacker 4" probably the 3' and spacers. a little high for a used lift IMO
