Fuel Pump issues

Engine: 4.0 six
I have a 2001 cherokee sprort - 6 cylinder.
Fuel pump was replaced about 4 years ago.
Starts poorly - crank about 3 times and usually starts. Sometimes after it is running, it chokes and gags like it running out of gas.
Fuel pressure test results:
0 pressure just turning the key on
10 psi after starting then goes up to 49 psi
Is this a regulator or filter problem? I realise the regulator & pump come as a unit.
Is there an external (to the tank) relay that should turn the pump on prior to starting?
Or should I just go ahead and replace the pump assembly?
