Fuel pump Issue!!

My fuel guage has runamuck! Its been wacko for a few months, so I decided to tackle it today.
The Problem - Constant low fuel level. No REAL issue with fuel level, but the most it will ever read is 1/4 a tank. And the reading is never steady, it will go dead empty to 1/2 quater in back again in a few minutes. The guage itself is not fualty, proformed many guage cluster checks with no worries.
Currently - Have the skid plate & fuel tank dropped. Awaiting input on what to tinker with. Have pump sitting in a bucket of gasoline, and is showing a beyond empty level.
HELP!!!
Here is the pump assembly itself - isn't it supposed to have like a floater arm??

And whats this guy all about??

EP100-22 is the reostat for the gauge. I dont see the wiper or arm that is supposed to be on that post that is in the center of the plastic plate at the bottom center. The whole bottom section of the pump is the float I believe. You have a newer pump than my older one. The bottom is the one part that you have your hand on in the first picture. It is hollow and the fuel forces it up as the float on that type of pump IIRC.
