Default The front bumper won't come off

I remove the six bolts of mounting bracket and the whole bumper assembly is still tight as hell. Anybody has similar experience. What is the best way to get the bumper off?

Thanks.

if you have tow hooks the front bumper won't come off without unbolting the brackets for those too...they are welded to the bumper mounts.
