Front axle off-center to passenger side. Stock height, new track bar&tie rods. HELP!

Front axle off-center to passenger side. Stock height, new track bar&tie rods. HELP!
Hi, I've been lurking on here for awhile and finally ran into something I need some help with. I purchased my 1990 Cherokee a few months ago and have slowly been working on it as I can afford it. My front axle is off center about 2" to the passenger side. After reading through maybe 10 posts about the same issue I replaced my track bar and tie rods(steering was crap too). My steering feels great! But my axle is in the same exact spot. It has never been lifted, the rim offset is the same. What could be doing this? At this point my only guesses are that my front suspension is sagging enough to push the axle out, or the front end has been wrecked at some point. Any help is greatly appreciated!

Welcome to the forum.
You are correct that the track bar controls / determines the R/L location.
Why do the tires / wheels extend past the fenders on a stock vehicle?

Welp, went ahead and skipped the easiest part. Checked my inner wheel well to the outside of tire on each side and the numbers match up. I definitely need to get some new suspension on it. I put the rough country 3" on my girlfriend's '91 and am really happy with it. Looks like it's all visual, one of my fenders must've been pushed in at sometime, but you wouldn't know from looking at it.
