Instrument Panel warning lights not working

Instrument Panel warning lights not working
Hey dudes, it's a 1990 Cherokee. I just got failed at the smog station (CA vehicle) for the instrument panel warning lights not working. The brake warning light and seat belt warning lights illuminate when I turn the key to AC on. None of the other lights illuminate. When driving, sometimes the low windshield washer fluid warning light flickers on and off.
I checked the fuse for the instrument panel and it was good.
Any suggestions guys? I'm trying to get it smogged asap because I'm supposed to be giving it to my girlfriend to drive to graduate school 2200 miles away next monday.

Well I was just pulling the instrument panel faceplate so I could see the bulbs, and I turned the key to ACC on and was watching the bulbs.
The brake warning light and seat belt warning light illuminated only as per usual, and then the seat belt warning light went out too when I lightly pushed on the panel! Now the brake warning light is the only light illuminated on the instrument panel
Not sure what to make of it, but I figured it might help somebody else figure it out.
Also, none of the dash illumination lights are working either.

Sounds like a bad connection at bulb or bad bulb . There is no other light on a 1990. And does not have a check engine light from factory.
The Renix control system is "pre-OBD," and therefore does not have a "Check Engine Lamp". It also does not "store" or "throw" Diagnostic Trouble Codes (DTCs) or "Parameter IDs" (PIDs) - see: OBD-II PIDs. [5] This is a common problem at vehicle inspection, particularly in California and other jurisdictions with emission standards. Most inspection stations are not aware and will try to explain that the CEL/MIL "doesn't work" (note: there may be a cutout for it, but no bulb). It is recommended that the inspection technician be shown the "OBD Exempt" federal emissions label (located under the hood) and/or have the factory service manual as a reference to avoid this problem.

You sure saved me a lot of trouble. Put my dash back together and went to the smog shop and directed the tech to the OBD exempt on the sticker and he passed me!
