My a/c is out and I still have no issues defogging the windows at all. I just turn the heat up all the way, switch it over to defrost, and put the blower on high and after about 2 minutes of the engine warming up the windows are clear so I slow the fan down and it stays clear.
I don't think your A/C is the problem.
