I always filled up till the auto shut off clicked the first time, shut the pump off and pulled the spout out of the filler neck. I have 164,000 on mine and drive city miles to and from work and get 16.3 with stock wheels. Weekends are a different story however as I seem to get around 13.
How long is your commute? Short commutes are hard on fuel economy.
Stock. Stick. 70mph on the freeway, though I really drive at 2k on the tach.
What's your definition of "like an old lady"? Anything under 5 over?
So replaced the lines that were bad and made one of those autozone intakes while was at it! Also cleaned the engine bay while was at it ! Damn tps sensor went bad assuming from the water but once replaced ran great! Now to test my mpg again! If this doesn't cut it what would be the next step?
You might be able to coax a couple more mpg out of your Cherokee with some cleaning and tweaking.
1. Take off the throttle body and the IAC valve and give them both a good thorough cleaning.
2. Make sure your air filter is very clean (could also replace it with a K&M style cone).
3. PCV valves are usually extremely brittle and it's not very reasonable to change them unless you're taking the valve cover off. They could help a little bit, as a clogged breather valve would hinder performance, but it would be nominal.
4. Run a couple tanks of Techron treated gas through it. Could also try a seafoam treatment.
5. Check closely for vacuum leaks & repair them.
6. Reset your computer. This is a key to buying a new (used) Jeep. It will re-learn your driving habits and change the shift points and other operations based on your driving style. This will happen over the first 50 start ups after you reset it. This is a good idea any time you make a modification that changes the way that the engine delivers power to the wheels, ie. bigger tires, new intake, etc.

7. General tune up items (spark plugs, wires, distributor cap/rotor, coil)
