Fender Flair Fix

Fender Flair Fix??
So I was removing my flairs today to make sure the cancer behind one of them hadn't spread across the whole thing (luckily it hadn't), paint the bottom of my fenders/doors with liner, and contemplate trimming my fenders, and all the bolts broke off my flairs, so my question is...
What is the best/easiest way to put the flairs back on? I'm not going to be cutting my fenders for a couple months, but got pulled over tonight and was told I had to have flairs. (this cop must have been bored out of his mind, my tread is only sticking out maybe 1- 1 1/2 inches from the fender...doesn't even go past my flairs at all...)
anyways, apparently here you can't have any of your tread past the outside of your vehicle, which is total crap because I see people all over the place with tires way past their flairs, apparently I just have great luck with police (this makes my 20th time being pulled over in 7 years, no moving violation tickets...)
so how can I go about this, and is there anyway to make it so I can quickly and easily remove them?
If I can't think of something by tomorrow afternoon, I'm probably just going to zip tie them as a temporary fix, but would like some input

You can bolt them on with some stainless steel bolts and nuts, just make sure you use washers on either side of the fender and flare (one on the inside of the fender, another holding the flare against the outside of the fender), and either lock washers or lock nuts. That should hold it on there tightly enough that they won't rattle around and look bad.

Yeah, I was thinkin about the bolts too, I was just wondering if anyone had any ingenious ideas. I already went ahead and put them back up with bolts and what not, just wish there was a better way thats all.
