Fan on and off constantly normal?

Fan on and off constantly normal?
from the time i start my cherokee up the mechanical fan kicks on and off non stop. no matter if it is sitting there or im driving it. it runs for about 10 to 15 seconds then kicks off for about the same time then kicks back on again. is this normal or is there something wrong. its a 98 limited.

The mechanical fan works off the fan clutch. search it and you will figure out how to test if it's good. If it's the electrical fan that's coming on and off then your prob low of freon.
