Default Fan belt slipping off!

I recently replaced my harmonic balancer because my belt was slipping off the back edge. Well it didnt seem to fix my problem, the belt slips off right on start up every time! What els could this be?

Is the harmonic balancer installed correctly? Belt properly tensioned?

Are all the pulley's lined up?

Are all the pulley's spinning freely?

They should all easily spin by hand except the crank.

the balancer is on corectly. All the pullys seem to be lined up. The only qeustionable thing is the power steering. The pully has a slight wobble to it. But would that cause it to instantly slip off on start up? And iv been running it with that pully for almost a year know with now problems!

yes power steering pulley not installed all the way can cause it to slip off.
