You are forgetting:
Not everyone has a designated TRAIL-ONLY rig.
Many of us use our XJ's on the street and as DD.
MANY municpalities have laws governing motor vehicles.
EXAMPLE: Pennsylvania mandates, NO tire shall protrude past bodywork. Bodywork includes flares.
In short, for XJ owners in PA...tires must be covered by flares.
This vehicle code implies to yearly State Inspection.
Tires stick out...no inspection sticker...NO drive on street.
Drive on street without inspection sticker...BIG fine. How do I know?
One word: EXPERIENCE.
Wrangler Rubicon rear flares can be modified to fit. BUT require some sheet metal trimming to fit perfect.
The front flares can also be used but they have a side marker light and do not slope down low enough in the front to make them look like they belong there

Yes, most states require them to be street-legal. The bushwackers and Rustysoffroad both offer them, just buy them for a 2-or 4-dr respectively (disregard bushwacker's 84-96 date range...at least for the 4-dr). They install differently and have different widths. The least expensive method is finding somebody with TJ flares as described above...then rustys are the next cheapest, then bushwackers. I have both Rusty's and Bushwackers in my garage right now (rusty's coming off, BW going on). I hope to do a writeup on it next week.

X2 on the Tj flares. They are the best way and cheapest way to go. The Rubicon ones are about an inch wider than the regular wrangler ones so if you have different backspacing on your wheels then you can go with Rubicons.

i like the look of the bushwackers with the exposed hardware but at that price they better come with lips. i was thinking about getting the flares off an 05 liberty renagade limited.

Did you bolt them to the fenders? I've heard a couple people use 3M tape as well.

I used 1/4" stainless steel bolts w/stop nuts.
The mounting flange on the backside is quite large.
I opted to make my holes 1/2" from inside top.
Makes for a tighter fit to the fender and allows me to trim the maximum inside the wheelwell.
I have alot of "finishing" work to do yet. And some more trimming.

x3 on the rustys. I have the flex flairs and have hit trees and whatnot hard enough to dent the fenders and the flairs stay on and don't crack. they are pretty much rubber. i can hold them flat against the body and they bounce back
