Engine revs up during idle and seems to kick when shifting. Why?

Engine revs up during idle and seems to kick when shifting. Why?
1990 Cherokee 6cy 4.0
Hey guys,
After a long road trip, I noticed my engine overly "revs" up when starting and on idle. Then, when I shift to Reverse or Drive, it seems like the Jeep "kicks" around and I feel like it's a wild horse about to take off and dump me off.
I noticed there was no coolant in the reservoir bottle, so I began to put some in , but it only took maybe 1-2 cups before the bottle filled up...so there seems to have been some in the engine block already.
Any ideas as to why it's revving up when operating?
