Nope, feel free to disconnect it (unless you live in one of the few states that do a through enough emissions inspection that it would actually fail you).
It is a "feature" in RENIX (87-90) Jeeps. Since RENIX has no OBD or check-engine light this emissions timer causes an "Emissions Maintenance" light to come on to remind you to replace the O2 sensors, clean the EGR valve and passages, etc. It serves no purpose other than to turn the light on after a set time period and is non-resettable so once the light comes on the only way to turn it off is to either replace or unplug the timer.
