Electric Fan operating time
 
Is it normal when the A/C is on for my E fan to kick on and off every 5 seconds or so? If not, What could be the issue?

Nope, not normal. A/C is possibly low on freon, causing the rapid on/off compressor cycling.

Ok i will refill it soon, does anyone recommend useing the small recharge bottle kits you see at the parts store for around 30 bucks, or are they a waste of time

Don't jump all over me because I know there are a couple more threads on AC right now but i am just wandering about those small recharge kits the parts store and i think walmart sells
