I think his buddy "Sparky" had a static build up and it discharged when he touched the Jeep.
As far as reading voltage with the battery completely unhooked - remove the flashlight battery that dropped down between the inner fender and the liquid line.

I tore it down to just past the airbag yesterday and didn't find the source. Yet.
I'm going to get down to the evap core/heater core (I believe that is what it is called) where the hardline runs into there, this weekend.
I also tested another car in the driveway, and there is no voltage on the AC line there.

i build kilowatt ham amplifiers from scratch and program computers in basic and assembly language although ive drifted away from that in recent yrs. built machine control interfaces with cbm64 and ibm,stepper motor drivers, opto coupler sensors, testers for eagle signal timers and temp controls. oh yeah ive had fun.
i know what i know! nothin ever made up.

at age 16 i built radio transmitters and played records on the broadcast band! dont tell anybody!. then went to devry in chicago for formal training in electronics/electricity,grad with a 4.0 gpa.

Has there been any mods to your Jeep that would include a storage battery? Look around.
