Dome light, headlight switch?

Dome light, headlight switch?
Is the headlight switch supposed to turn the dome light on when rotated to the left? '93 XJ. The dome light works when the doors are opened and the map lights work so I am baffled. When I turn the headlight switch to the left... nothing happens with the dome light.
