Dashlights/exterior lights gone wrong

Angry Dashlights/exterior lights gone wrong

I have a 97 Cherokee sport, my dash lights are going insane. when i turn on headlights my High beam, and both turn signals say they are on according to the dash, and the odometer dims. but nothing outside happens. can not get the Headlights to turn on. occasionally when it rains they start working on and off. when I turn on a blinker with the lights turned off my turn signals(both of them) and high beams blink rapidly against the odometer dimming and undimming. Totally lost, please help

I would check the grounds. Dash and headlight switch by the sounds of it
