cowl vent leak
I've looked this up alot and couldn't find anything but I cut out the cowl cause I was having 2 inch of water on passenger side floor and when I did say that it was leaking around the scrappy foam looking deal and we'll my step dad suggested spray the expansion foam to fill in the hole to the top and spray rubber all around and on top of the foam but not sure if it was a good idea what do you guys think

There's a couple of drains under the cowl that tend to get plugged up and will cause water to leak into the cab. You might try cleaning out those drains.

They are free of clogs it was leaking at the seal of the fresh air vent so we ended up just plugging up the hole with expanding foam and sprayable rubber to keep water tight
