Question Connection issue or ignition cylinder lock issue

Hi folks,
I am hoping someone may be able to tell me if I am missing something in my process. I have a 96 XJ Sport 4.0L/AW4 that has developed a starting issue. When I turn the key to the start mode I get one click, and nothing else. If I turn the key back to the off position and repeat the process the jeep will start like normal. If I methodically go through the key sequence to start the jeep it will start on the first try most times, not always, but consistently enough. If I turn the key in a normal everyday faster pace we all do it will one click, but then start on the next try. What I have done so far is clean the battery terminals. Cleaned the ground connection points on the block above the oil filter. I also have a 2 gauge ground wire from the battery to the block at the front of the engine which is not original but in good shape. I have another ground cable of the same size going from the back of the block to the firewall of the jeep and I get 12.8v there. I have cleaned the wiring connections at the starter and tested it at 12.8v with my multi meter. While doing this I also removed the starter from the jeep and cleaned the area where the starter mounts to ensure a good ground connection. At all the ground connections I get 12.8v. The battery and starter have been replaced within the last year which I know does not rule them out, but I don't suspect them as much as the ignition cylinder lock. The one thing I have not done is test the voltage at the starter when I have someone start the jeep to ensure I am getting to the proper voltage in start mode. Is there anything else I have over looked? Any suggestions are appreciated.

Maybe the neutral safety switch is getting a little iffy.

A somewhat common problem. The symptoms are the starter not running with the shifter in park, but works in neutral. Try neutral or jiggling the shifter and see if it helps. The NSS also controls the reverse lights. If you google there are several writeups on removing and cleaning the NSS (careful you don't break it getting it off, since it's plastic!) If you hear a good click from the starter solenoid and it's not spinning then, measure the voltage at the motor when trying to start - it's probably the starter/solenoid.
