It's a valve cover hold down . they sometimes come with the valve cover gasket . at least they did with the gasket set I got . hope these helps

Parts yard, ebay, maybe the dealer. Or, if youre lucky, another member here might have some spares theyll part with. You could buy another gasket (Felpro VS50458R). It comes with new grommets, but no metal inserts (torque limiters), so youd still be out some parts. But youd have a high quality valve cover gasket for later use, so its not all bad.
Just checked Moparpartsoverstock.com and found both via Jeepforum.com.
Torque Limiter Sleeves - 53020598AB; 53020598 - $.68 each
Grommet Insulator - 53010424; 53010424AB; 53020597 - $12.18 each
I found the grommets everywhere (Morris4x4, Summit, Jegs...), including ebay under 'Jeep Cherokee 53010424'. No torque limiters tho.
Just checked Moparpartsoverstock.com and found both via Jeepforum.com.
