Clutch / Shifting Problem?

Year: 1995
Model: Cherokee
Engine: 4.0
I searched around a bit but did not see my symptoms discussed or addressed so here goes.
Vehicle: 1996 XJ 4.0 I6 4X4 5 Speed
Currently this happens only on rare occasions, but is becoming more frequent.
Sometimes it does not want to shift, even with clutch pedal fully to the floor.
If in Neutral, it refuses to go into gear.
If it is in gear, and clutch pedal fully to the floor it does not fully disengage.
I have been in first gear, clutch to the floor, foot on brake to let out a passenger. If I take my foot off the brake the car moves forward. ( no it's not drifting as I can feel some power being applied. )
Are we talking clutch replacement, or the slave cylinder?
