check engine light on, scan tool will not turn on when plugged in
My check engine light is one but when i hook a scan tool up to my jeep, my tool will not turn on at all. I replaced the iac, tps, ecu, i dont know what it could be. Please serious answers, i have a 1999 cherokee 4.0

Check the fuses. A check engine light that is on but the scan tool will not communicate with the ECM means you have a blown fuse.

The fuse in the PDC for the DLC is also the fuse for the headlamp switch. If you have headlamp issues it may be this fuse (F17).
Otherwise, you should check the DLC grounds (2 wires/one ring terminal) at the oil dipstick tube bracket stud. See if the nut is loose or if the connection is corroded.

Edit: DLC. power is pin cavity 16, grounds are pin cavities 4 and 5.

Do you have a Voltmeter?
If so, see if you are getting power at the DLC.
Touch pin cavity 16 on the DLC with your meter (+) probe and pin cavity 4 and/or 5 with the (-) probe. See if you are getting battery voltage.
If not, keep the (+) probe on 16 and touch a bare spot on the dash structure. If you are still not getting battery voltage check the DLC fuse in the PDC. If you get voltage, check the ground at the oil dipstick tube.
Also, check the pin cavities in the DLC for corrosion using a flashlight and a magnifying glass.
