Cant Get Header Panel Off

I know this sounds stupid, but on my Comanche the bolts were on the sides exposed under the side turn signal. Bolts are not there on my 89 XJ. How do I get it off?

If you are talking about the panel in front of the hood there should be about 7 torx screws that hold it on, or the 2 10mm bolts on each side.

Where at? I already have the top 4 out.

Top corners, coming in from the back- not the top ones. Actually there should be two on either side.
