Can I use washers to replace the steering box spacer?

Can I use washers to replace the steering box spacer?
Or is this a bad idea? I'm putting on a new bumper with the brackets going back to the frame.

i wouldn't - a lot of torque gets put on this component - and you do NOT want it to fail while you're driving
