1996 with a 4.0. Running perfectly, dies suddenly while driving. Won't start.

1. Cranks well
2. Checked spark - good
3. Checked fuel pressure - perfect
4. Noid light - none
5. Unplugged #1 injector, no voltage at DK GRN/ORG wire with key on
6. Checked DK GRN/ORG for ground - read perfect continuity to neg battery cable.
7. Consulted wiring diagram (below) and started unplugging everything else on the DK GRN/ORG wire. Coil - no change, downstream O2, no change, alternator, no change, then upstream O2 and boom, no more ground at the DK GRN/ORG at #1 injector.
8. Checked for voltage again at DK GRN/ORG with the upstream 02 unplugged and only have around 8V
9. Back to relay box, I removed the ASD relay and verified that it does get 12.4v from fuse 20 and that the relay does activate with the key on.
10. Exchanged for a brand new relay. This relay also clicks on with the key on. Still only 8V.
11. Removed ASD relay and connected a jumper between 30 and 87. Now I get 12V at the injector harness from DK GRN/ORG. Got another brand new relay and installed. Back to 8V. Put the jumper back in to get 12V to the injectors, still won't start.

Ive thoroughly inspected the harness and traced the DK GRN/ORG wire all the way from the ASD relay to the injectors and can verify that all the wires and splices are good.
I have attached the diagram I'm referring to. Hopefully someone can shed some light on this. Want to say it needs a PCM but don't want to just get one without knowing
