Default buying used hitches

Im looking into buying a hitch for the jeep to tow a jetski and maybe a jet boat. I would also use it as a recovery point for my jeep. Is it a bad idea to buy a hitch used? I woudlnt buy one with a ton of rust but i cant afford a new one. Ive seen some decent ones at junkyards also. Lastly will a hitch from 84-96 work on my 2000?

im trying to get an OEM hitch off of my neighbor's XJ. its slow going since i need to borrow a hand grinder from someone to get the bolts off, but the hitch itself isnt too bad. if it isnt crumbling apart or something like that, id use it.
