Busted Climate Control?
 

1998 XJ.

My blower seems to only blow air out of the defrost vents by the windshield. No matter what setting I have it on, it does not change.

Might the CC be busted?

Not sure where to start on that one.

Also, my heat is not super hot. Thermostat? Heater core? It works, but not that adequate. I'm still a bit chilly.

Most common reason for this to happen is a vacuum leak. Start by checking the vacuum ball located behind the front bumper passenger side. Check it for any crack or loose hoses. Then fallow the vac hoses and check for crack all the way to the fire wall.
