What type of lift do you have? Coil springs and Add-A-Leaf? For 4.5" you could probably get away with the TC drop and shimming the rear. You'll also need extended brake hoses front and rear. You can just buy ones for a 1995 YJ and they'll do just fine. They're 3" longer than stock. You'll also want to consider new control arms and upgrading your steering.

Everything's always a little different with each persons rig. You never know how it's gonna work until you actually do it. It's worth a shot to shim the rear before you spend some dough on a SYE kit. I agree with you on spacers and shackles and long as he has coil springs and AAL or full packs in the rear. That's most likely what it is, although there is a 3" kit with AAL and a 3" coil spacer. So in that case, you'd want shackles for the rear and V8 Grand Cherokee coils for the front to get another 1.5"-2" .

best bet would look at what companies are including in there kits for a 4.5" lift and just make a basket full of the stuff you will need just subtract the coils and leaf springs and just add a coil spacer and shackle instead.
personally i would look into what RE includes in there 4.5" lift kit that way you know what they consider what is needed to do a full lift

Running a shacle at 90 degrees (stragiht up and down) is pointless. It gives you lift yes but takes away from how the suspention works. It sends a ton of stress up through the body (harsh ride). I thought i explained it good enough but guess not. if you have any more questions just ask
