Find local recycler and buy steel by the pound, you would be surprised at what some consider scrap.

It will work but that steel is heavier and weaker then DOM. DOM cost more cause it has to live up to such a pacific application of abuse. I'm sure black pipe will work. But I wouldn't use it. Just take a stroll through an industrial park and ask were they get there raw materials from. Or ask someone into racing.

Don't know why you are having a hard time finding steel. Pay the extra money and do it right, Use DOM tubing and if you can not afford DOM at the very least use HREW tubing. Pipe can be very dangerous the wall thickness is uneven and can crack and break with very little pressure.

Rock Toy has it right. Pipe is meant for stuff to flow through it and does not have the same structural integrity as tube. As said above it is not of uniform thickness and you never know where a weak spot could be. If you don't plan on actually using the bumper, sure it will work, but I would not trust hitting anything with a pipe bumper.
